The 14th China-ASEAN Expo will be held in Nanning, Guangxi, from September 12 to 15, 2017. Entrusted by the Shanghai Municipal Commission of Commerce, our association is now conducting an online public tender for the overall organization of the Shanghai delegation, including the organization of participating enterprises, buyer organization and reception work.

I. Background

Before attending the Belt and Road Forum for International Cooperation in Beijing in May, President Xi Jinping visited Guangxi for inspection and research. This reflected the great importance attached by the CPC Central Committee to Guangxi as an important gateway for organic connection with the Belt and Road. President Xi's important instructions on the China-ASEAN Expo are a great encouragement and spur to all participants in the expo, and point the direction for how the expo should strengthen its upgrading and development and better serve the Belt and Road Initiative.

This edition of the China-ASEAN Expo will adhere to joint organization and win-win results, give full play to the role of a high-level dialogue and exchange platform, and implement a series of consensuses reached by leaders of both sides. At the same time, using the scale benefits brought by the newly expanded venue, the expo will focus on five areas: comprehensively promoting international capacity cooperation, promoting connectivity cooperation between the two sides, cross-border economic cooperation zones, cross-border e-commerce, and cooperation in finance and information. A Belt and Road themed exhibition zone will be established for the first time, and enterprises from countries along the routes will be invited to participate. A series of international capacity cooperation activities will continue to be held by the National Development and Reform Commission, the Ministry of Commerce, the Ministry of Foreign Affairs and other departments, displaying key cooperation projects in high-speed rail, nonferrous metals, electric power, communications and other fields.

With innovation-driven development as its main theme, this edition of the China-ASEAN Expo will steadily promote cooperation between China, ASEAN and Belt and Road countries in international capacity, equipment manufacturing, trade and investment. More than 70 industry, trade and investment promotion activities and matchmaking meetings will also be held. The China-ASEAN Expo has established a new all-round cooperation model integrating friendly exchanges, economy and trade, and people-to-people exchanges, and has become a recognized platform for China-ASEAN cooperation. ASEAN brand zones will continue to be set up. ASEAN enterprises will focus on branded products and quality goods in four categories with strong market potential and high complementarity with Chinese products: food and beverages, daily consumer goods, bulk raw materials and service products. In addition, this year's expo will hold a series of meetings and forums on environmental protection, finance, science and technology, think tanks and other topics, as well as cultural, educational, sports and other people-to-people exchange activities.

The Shanghai delegation is led by the Shanghai Municipal Commission of Commerce and has organized Shanghai enterprises to participate in 13 consecutive editions, effectively promoting Shanghai's economic development achievements and displaying the strength and image of Shanghai enterprises. To implement the relevant instructions of the Ministry of Commerce on preparing for the 14th China-ASEAN Expo, and in combination with Shanghai's special action for innovation and development in foreign trade transformation and upgrading, Shanghai will continue organizing its enterprises to participate in this year's China-ASEAN Expo, highlighting Shanghai's own brands and conveying the concept of Shanghai quality and Shanghai service.

The exhibition period of this expo will be four days, with exhibition area reaching 100,000 square meters. Shanghai aims to exceed last year's participation scale, with planned exhibition area of 527 square meters. This year the exhibition layout will be readjusted as follows:

1. City Image Display Zone, 86 square meters.

2. Electric Power Equipment and New Energy Display Zone, 297 square meters.

3. Building Materials Exhibition Zone, 144 square meters.

II. Tender Content and Requirements

1. Organization of the economic and trade delegation.

1.1 Based on the theme and special sections of the 14th China-ASEAN Expo and the actual situation of the Shanghai delegation, formulate an exhibitor recruitment plan and complete the organization of exhibitor recruitment for the exhibition area.

1.2 Formulate a meeting organization plan for the economic and trade delegation, and implement it after confirmation by the competent authority, the Shanghai Municipal Commission of Commerce.

1.3 Formulate a unified design and overall booth construction plan for the Shanghai enterprise exhibition area, and implement it after confirmation by the competent authority.

2. Organization of the buyer delegation.

2.1 Formulate an investment and buyer invitation plan according to the requirements of the organizing committee, and organize key Shanghai circulation enterprises and import-export enterprises to attend for procurement and negotiation.

2.2 Formulate a meeting organization plan for the buyer delegation, and implement it after confirmation by the competent authority.

3. Organization of the government delegation.

Formulate a reception work plan for the government delegation, and implement it after confirmation by the competent authority.

III. Bidder Requirements

1. Bidders must have more than five years of experience receiving government leaders, and must have good cooperative relationships with the organizing committee and local counterpart reception organizations.

2. Bidders must advance all expenses. After the project ends, final accounts shall be submitted to the competent authority, the Shanghai Municipal Commission of Commerce. Funds will be allocated after evaluation by the competent authority and the organizing committee.

IV. Notes

1. Tender documents prepared by bidders shall include detailed plans and preliminary budgets for the organization of the economic and trade delegation, buyer delegation and government delegation.

2. If bidders have questions, they may contact the Trade Promotion Division of the Shanghai Municipal Commission of Commerce for consultation.

3. The winning bidder will be notified by telephone by the association. Unsuccessful bidders will not be notified separately.

V. Schedule

1. Online public tender period: August 7 to August 11, 2017.

2. Bid submission deadline: August 14, 2017. Late submissions will be treated as invalid bids.

3. Bid opening time will be notified separately.
