Rules for the Evaluation of Shanghai International Exhibition Projects

I. General Provisions

Article 1 Evaluation Basis

To continue implementing Shanghai Municipal Government Order No. 47, Shanghai Exhibition Industry Management Measures, and in accordance with the requirements of relevant departments of the Shanghai Municipal People's Government for the development of modern services and the goals of Shanghai's exhibition industry under the 12th Five-Year Plan, these rules are formulated in order to further improve the international level of Shanghai exhibition projects, effectively protect international exhibition project brands, and promote the healthy and orderly development of Shanghai's exhibition industry. The rules are based on the Shanghai Exhibition Industry Management Measures and the work requirements of the Shanghai Municipal Commission of Commerce.

Article 2 Evaluation Principles

1. The evaluation work is carried out by an independent third-party evaluation organization entrusted by the association.

2. The evaluation work follows the principles of fairness, impartiality and independence.

Article 3 Application Requirements

1. The project must be an international exhibition held in Shanghai with approval from relevant competent government departments.

2. The applicant must be a member of the Shanghai Convention and Exhibition Industries Association.

3. The applying organization must be the organizer or co-organizer of the exhibition project under evaluation.

II. Evaluation Grade Standards

Article 4 Grade Classification

Shanghai international exhibition project honors are divided into two grades: Shanghai International Brand Exhibition and Shanghai International Excellent Exhibition. The Shanghai Convention and Exhibition Industries Association will grant honorary titles to international exhibition projects that meet the evaluation standards and will publicize them.

1. Shanghai Brand Exhibition

1. The exhibition must be held strictly in accordance with the Shanghai Exhibition Industry Management Measures and relevant laws and regulations.

2. It must have been held for five consecutive sessions or more, including the current session, and be representative of its industry.

3. The rented venue area must be more than 50,000 square meters, and the utilization rate of total booth area must be no less than 45 percent, except for special exhibitions.

4. The consistency between exhibits and the exhibition theme must reach 95 percent or more.

5. Overseas exhibitors must account for more than 20 percent of total exhibitors, or overseas visitors must account for no less than 10 percent of total visitors.

6. Energy-saving and environmentally friendly materials must be used for official construction, and the area of custom-built booths must account for no less than 25 percent of total exhibitors.

7. Comprehensive satisfaction evaluations from exhibitors and professional visitors must both exceed 85 points.

8. The proportion of exhibitors willing to participate in the next exhibition must be no less than 60 percent.

9. In the past three years, the exhibition must have had no negative record involving serious safety or quality accidents, dishonesty or similar issues.

2. Shanghai Excellent Exhibition

1. The exhibition must be held strictly in accordance with the Shanghai Exhibition Industry Management Measures and relevant laws and regulations.

2. It must have been held for three consecutive sessions or more, including the current session, and be representative of its industry.

3. The rented venue area must be more than 10,000 square meters, and the utilization rate of total booth area must be no less than 40 percent, except for special exhibitions.

4. The consistency between exhibits and the exhibition theme must reach 90 percent or more.

5. Overseas exhibitors must account for more than 15 percent of total exhibitors, or overseas visitors must account for no less than 5 percent of total visitors.

6. Energy-saving and environmentally friendly materials must be used for official construction, and the area of custom-built booths must account for no less than 20 percent of total exhibitors.

7. Comprehensive satisfaction evaluations from exhibitors and professional visitors must both exceed 80 points.

8. The proportion of exhibitors willing to participate in the next exhibition must be no less than 50 percent.

9. In the past two years, the exhibition must have had no negative record involving serious safety or quality accidents, dishonesty or similar issues.

III. Application and Evaluation

Article 5 Participation Principles

1. Participation is based on independent application and voluntary participation.

2. The applicant is legally responsible for the authenticity and completeness of the submitted materials.

Article 6 Application Materials

The applicant must provide an evaluation application and, in accordance with the participation principles, submit the following materials to the Shanghai Convention and Exhibition Industries Association:

1. Shanghai International Exhibition Project Information Application Form, which may be downloaded from the association website and completed.

2. Approval documents for the current exhibition project, with copies provided.

3. Cooperation agreement between the organizer and co-organizer, with a copy provided.

4. Venue lease contract, with a copy provided.

5. Catalogues of the most recent two exhibition sessions, two copies for each session.

6. Summary of the current exhibition, using the standard form downloadable from the association website.

Article 7 Evaluation Procedure

The association will conduct a preliminary review of the submitted application materials. After the preliminary review is passed, a third-party evaluation organization entrusted by the association will conduct research and evaluation. After review and approval by the association's expert review panel, a comprehensive evaluation conclusion will be issued. The evaluation work will be completed within three months from the date the participation acceptance notice is issued.

Article 8 Public Announcement

The evaluation results will be publicized in the publications, website and other channels of the Shanghai Convention and Exhibition Industries Association. The association will issue honorary qualification certificates, and the results may serve as a basis for recommendations related to government policies, funding and support programs.

IV. Review Management

Article 9 Validity Period of Honorary Qualification

1. The honorary qualification is valid for three years, with annual spot checks and re-evaluation after three years before certificate renewal.

2. Exhibition projects whose honorary qualification certificates have expired must voluntarily apply for re-evaluation. Those failing to do so will lose validity after the deadline.

Article 10 Penalties

If an exhibition project that has received an honorary title has any of the following circumstances, the Shanghai Convention and Exhibition Industries Association may, depending on severity, impose penalties such as public warning, downgrading or revocation of the honorary title:

1. Violating national or local laws and regulations or engaging in illegal business activities.

2. Making false or misleading publicity.

3. Infringing intellectual property rights.

4. Causing a major safety accident through human factors.

5. Disrupting or damaging the market order and healthy development environment of the exhibition industry.

6. Causing adverse consequences due to failure to take out required or basic insurance.

7. Failing to participate in re-evaluation within the specified time or failing to pay relevant fees in accordance with the association's articles.

8. Concealing information or providing false information during evaluation. Once verified, any honorary title already obtained will be revoked immediately; if no title has yet been obtained, the evaluation will be suspended for one year.

Article 11 Encouragement Measures

1. After the selected projects are publicized in industry media for one week, media publicity and reporting will be arranged.

2. The Shanghai Convention and Exhibition Industries Association will issue certificates and plaques.

3. Enterprises may use the awarded title in external promotion of the project.

4. Projects receiving different titles may be submitted to the government as a basis for support and preferential measures.

Article 12 Other Matters

The honorary title is the Shanghai Convention and Exhibition Industries Association's recognition of the comprehensive strength and reputation of the exhibition project under evaluation. Any economic or civil disputes beyond the scope of evaluation recognition shall be the responsibility of the exhibition project organizer.

V. Supplementary Provisions

Article 13 Interpretation

These rules shall be interpreted and revised by the Shanghai Convention and Exhibition Industries Association.

Article 14 Effective Date

These rules take effect from the date of publication.
