Invitation to Bid for the Organizer of the Shanghai Delegation to the 16th China-ASEAN Expo

To all relevant organizations:

The 16th China-ASEAN Expo will be held in Nanning, Guangxi, from September 20 to 23, 2019. Entrusted by the Shanghai Municipal Commission of Commerce, the Shanghai Convention and Exhibition Industries Association is now conducting an online public tender for the overall exhibition organization work of the Shanghai delegation, including exhibitor organization, buyer organization and reception arrangements.

I. Background

This year marks the 16th anniversary of the establishment of the China-ASEAN strategic partnership. Against this background, the 16th China-ASEAN Expo and China-ASEAN Business and Investment Summit, under the theme Jointly Building the 21st-Century Maritime Silk Road and Building a China-ASEAN Innovation Community, will be held in Nanning, Guangxi, from September 20 to 23.

The China-ASEAN Expo and the China-ASEAN Business and Investment Summit are cooperation platforms created to promote China-ASEAN economic and trade development. Since 2004, they have been successfully held for 15 editions. From promoting trade and investment cooperation to driving cooperation in finance, customs, logistics, industrial parks, science and technology, culture and other fields, they have produced strong extended and radiating effects.

Under the new circumstances, China and ASEAN will deepen bilateral economic and trade cooperation in several areas. They will jointly promote Belt and Road cooperation, closely connect the Belt and Road Initiative with ASEAN Community building and the development plans of ASEAN countries, further share the benefits of building and upgrading the China-ASEAN Free Trade Area, and push China-ASEAN economic and trade cooperation to a new level.

Since 2004, the China-ASEAN Expo has been successfully held for 15 editions. It is currently the only exhibition in China jointly hosted by multiple governments and held in one place over the long term. It is also a key national exhibition directly hosted at the national level, with special international influence and an annual schedule. The 16th China-ASEAN Expo will take innovation and upgrading as its main purpose. It will focus on the deep integration of informatization, intelligentization and manufacturing, and on promoting industrial quality improvement through technological innovation. It will further strengthen cooperation between China and ASEAN in international production capacity and equipment manufacturing, pay more attention to the technological content and added value of export products, vigorously develop trade in services, effectively guide and support enterprises in going global for production-capacity and investment cooperation, and further build industrial and value chains with deeper integration, stronger driving force and wider benefits.

The exhibition period of this edition remains four days. Shanghai's exhibition scale will be slightly larger than last year and will be distributed across three exhibition areas, with a planned total area of 504 square meters. Based on brand effect and supply-demand relationships, Shanghai will adjust its participation layout as follows: image exhibition area, 90 square meters; power equipment and new energy exhibition area, 270 square meters; building materials exhibition area, 144 square meters.

II. Tender content and requirements

For the economic and trade delegation, the bidder shall formulate an exhibitor recruitment plan according to the theme and special topics of the 16th China-ASEAN Expo and the actual situation of the Shanghai delegation, and complete exhibitor recruitment and organization for the exhibition area. The bidder shall also formulate a meeting organization plan for the economic and trade delegation and implement it after confirmation by the competent authority, the Municipal Commission of Commerce. The bidder shall formulate a unified design and overall booth-construction plan for the Shanghai enterprise exhibition area and implement it after confirmation by the competent authority.

For the buyer delegation, the bidder shall formulate an investment and buyer invitation plan according to the requirements of the organizing committee and ensure that Shanghai's key circulation enterprises and import-export enterprises attend for procurement negotiations. The bidder shall also formulate a meeting organization plan for the buyer delegation and implement it after confirmation by the competent authority.

For the government delegation, the bidder shall formulate a reception plan and implement it after confirmation by the competent authority.

III. Requirements for bidders

Bidders must have more than five years of experience receiving government leaders and maintain good cooperative relationships with the organizing committee and local counterpart reception organizations. Bidders must advance all expenses. After project completion, final accounts shall be submitted to the competent authority. Funds will be allocated after assessment by the competent authority and the organizing committee.

IV. Notes

The bid document prepared by the bidder shall include detailed plans and a preliminary budget for the economic and trade delegation, buyer delegation and government delegation. If bidders have questions, they may consult the Trade Promotion Division of the Municipal Commission of Commerce. The successful bidder will be notified by telephone by the association. Unsuccessful bidders will not be notified separately.

V. Timetable

Online public tender period: August 20 to August 26, 2019. Bid deadline: August 26, 2019; late bids will be invalid. Bid opening date: August 26, 2019.
