Invitation to Bid for the Organizer of the Shanghai Delegation to the Fifth China-Eurasia Expo
To all relevant organizations:
The fifth China-Eurasia Expo will be held grandly in Urumqi from September 20 to 25, 2016. Entrusted by the Shanghai Municipal Commission of Commerce, the Shanghai Convention and Exhibition Industries Association is now conducting an online public tender for the overall exhibition organization work of the Shanghai delegation, including exhibitor organization, buyer organization and reception arrangements.
I. Exhibition introduction
Under the Belt and Road national strategy, and using Xinjiang's unique location advantages to help enterprises expand in Xinjiang, Central Asia and Eastern Europe, Shanghai will continue to organize a delegation to participate in the fifth China-Eurasia Expo in September 2016. The expo will be held from September 20 to 25, 2016, at the Xinjiang International Convention and Exhibition Center in Urumqi.
To further promote regional economic cooperation among China, Central Asia, South Asia and European countries and support Xinjiang's all-round opening-up, the Chinese government decided in 2011 to upgrade the former Urumqi Trade Fair into the China-Eurasia Expo. The expo has developed into an international and comprehensive expo integrating trade in goods, trade in services, investment cooperation, cultural exchange and special forums. It fully presents the economic development achievements of China and neighboring Eurasian countries and provides opportunities and venues for trade, investment and economic cooperation.
This edition will run for six days. Shanghai will strive to exceed last year's participation quality and will set up a Shanghai investment cooperation exhibition area of 108 square meters in Booths G61 to G72 of Hall 5.
II. Tender content and requirements
For the economic and trade delegation, the bidder shall formulate an exhibitor recruitment plan according to the theme and special topics of the fifth China-Eurasia Expo and the actual situation of the Shanghai delegation, and complete exhibitor recruitment and organization for the exhibition area. The bidder shall formulate a meeting organization plan for the economic and trade delegation and implement it after confirmation by the competent authority, the Municipal Commission of Commerce. The bidder shall also formulate a unified design and overall booth-construction plan for the Shanghai investment cooperation exhibition area and implement it after confirmation by the competent authority.
For the buyer delegation, the bidder shall formulate an investment and buyer invitation plan according to the requirements of the organizing committee and ensure that Shanghai's key circulation enterprises and import-export enterprises attend for procurement negotiations. The bidder shall formulate a meeting organization plan for the buyer delegation and implement it after confirmation by the competent authority. For the government delegation, the bidder shall formulate a reception plan and implement it after confirmation by the competent authority.
III. Requirements for bidders
Bidders must have more than five years of experience receiving government leaders and maintain good cooperative relationships with the organizing committee and local counterpart reception organizations. Bidders must advance all expenses. After project completion, final accounts shall be submitted to the competent authority. Funds will be allocated after assessment by the competent authority and the organizing committee.
IV. Notes
The bid document prepared by the bidder shall include detailed plans and a preliminary budget for the economic and trade delegation, buyer delegation and government delegation. If bidders have questions, they may consult the Trade Promotion Division of the Municipal Commission of Commerce. The successful bidder will be notified by telephone by the association. Unsuccessful bidders will not be notified separately.

Online public tender period: August 19 to August 26, 2016. Bid deadline: August 26, 2016; late bids will be invalid. Bid opening time will be notified separately.

Attachment 3: tender project information form
Project name: organizer of the Shanghai delegation to the fifth China-Eurasia Expo. Location: Urumqi, Xinjiang. Time: September 20 to September 25, 2016. Tender method: public invitation to bid.
Bidder qualification requirements: the bidder must be an independent legal-person organization registered and legally operating within the People's Republic of China, with registered capital of RMB 1 million or above; have at least five years of successful experience organizing and serving government exhibition projects; have sound assets, no regulatory penalties or major financial or economic violations in the past five years, strong risk control capability, good operating performance and sound operating conditions; strictly comply with national laws and regulations; maintain standardized internal management, strict control systems, operating procedures and confidentiality measures. When registering, bidders shall submit copies of qualification documents including business license, local tax registration certificate, relevant performance proof, and one bound set of copies affixed with official seals.
Project requirements include an exhibitor recruitment plan, booth-construction plan, buyer invitation plan, economic and trade delegation meeting organization plan, buyer delegation meeting organization plan, government delegation reception plan, preliminary budgets for the above plans, an on-site booth-construction safety plan and a meeting reception safety plan.
Bid document requirements: four copies, including one original and three duplicates. Bid documents should be sealed and stamped with official seal. Bid deadline: August 26, 2016.
