On December 17, 2020, the fifth meeting of the fifth council and the third general assembly of the fifth session of the Shanghai Convention and Exhibition Industries Association were held at the Shanghai World Expo Exhibition and Convention Center. Responsible officials from relevant government departments, including the Exhibition Industry Division of the Shanghai Municipal Commission of Commerce, the Industry Association Party Committee of the Municipal-level Organs Working Committee, the Shanghai Convention and Exhibition Industry Promotion Center, and the Pudong New Area Convention and Exhibition Industry Promotion Center, were invited to attend.

The general assembly was presided over by Tu Jianqing, secretary-general of the Shanghai Convention and Exhibition Industries Association, and was attended by 428 member enterprises.

The council meeting and general assembly reviewed and approved the work report delivered by Sang Jingmin, deputy secretary of the Association Party Committee and president of the Association. In the report, President Sang gave a comprehensive summary of the Association's work in the year and set out the work plan for 2021.
President Sang noted that, amid the impact of the pandemic, the Association took active steps and worked with its members in the fight against COVID-19. While earnestly fulfilling its responsibilities and serving members, it assisted the government and played its role as a bridge and link. The Shanghai Municipal Commission of Commerce sent a special letter of thanks, fully recognizing the Association's work since the outbreak. In particular, in the orderly promotion of work resumption and exhibition reopening, the Association, under the guidance of the Municipal Commission of Commerce, drafted documents including the Guidelines for COVID-19 Prevention and Control in Shanghai's Convention and Exhibition Industry, playing a positive role in restarting the sector. At the same time, through the efforts of the Municipal Commission of Commerce and with strong support from the Municipal Finance Bureau, 98 exhibitions of 67 enterprises that were postponed during the year benefited from special fund support policies. President Sang also introduced the Association's participation in the establishment of the Yangtze River Delta Convention and Exhibition Alliance and the Yangtze River Delta Exhibition Research Institute, and reported on membership development, financial income and expenditure, Party and labor-union work, and other matters.
In laying out the Association's work for 2021, President Sang said that 2021 would be the opening year of the 14th Five-Year Plan period, and that the industry should be good at finding opportunities in crises and opening new ground amid change. According to him, the Association's key work in 2021 would include making a strong start for Shanghai's convention and exhibition industry under the 14th Five-Year Plan, implementing the new development philosophy, strengthening the engine of innovation, improving service quality, enhancing Yangtze River Delta coordination, promoting the integration of online and offline exhibitions, and advancing green exhibitions. At the same time, the Association would remain vigilant on pandemic prevention and control, do that work effectively, continue to support and participate in the China International Import Expo, fully magnify the spillover effect of the CIIE, and promote sustained development of the exhibition industry.

In addition to the work report, the meeting reviewed the addition of eight member enterprises, including Hannover Milano Fairs Shanghai Ltd., as council members of the fifth council of the Shanghai Convention and Exhibition Industries Association, and approved the 2020 membership fee reduction and exemption plan. The meeting also reported on six internal management systems of the Association, including the general assembly system, council system, board of supervisors system, membership management system, membership fee standards and management system, and branch management system, as well as the admission and withdrawal of members since the second general assembly of the fifth session.

Li Lei, director of the Exhibition Industry Division of the Shanghai Municipal Commission of Commerce, was invited to attend the meeting and delivered a speech. Director Li said that since the beginning of the year, under the strong leadership of the municipal Party committee and municipal government, the city's exhibition industry had worked with one heart, supported each other, served the overall situation, and overcome difficulties together, promoting the steady and orderly restart of Shanghai's exhibition industry. According to statistics, from June to November the city held exhibitions covering 9.15 million square meters, recovering to more than 90 percent of the same period of the previous year. In particular, while making every effort to support the CIIE, Shanghai strengthened coordination and continued to magnify the spillover effect of the CIIE, making a positive contribution to the city's social and economic development. On March 19, the Standing Committee of the Shanghai Municipal People's Congress unanimously adopted the Shanghai Regulations on the Convention and Exhibition Industry, the first local legislation for the exhibition industry among provincial-level administrative regions nationwide. After the Regulations formally came into effect on May 1, the Municipal Commission of Commerce, together with the Association and other organizations, carried out interpretation and publicity work and actively promoted implementation item by item.
Regarding the work of the coming year, Director Li said he hoped the Association would lead member enterprises in supporting the competent authorities in three tasks. First, they should jointly make a good start to the 14th Five-Year Plan period and continue to play an important platform role as Shanghai becomes a central node in the domestic circulation and a strategic link between domestic and international circulations. Second, they should continue to strengthen pandemic prevention and control in a lawful and science-based manner, ensuring effective prevention and control and safe, orderly exhibition activities. Third, they should promote innovative industry development, build a new dual-engine model, accelerate green and smart exhibitions, study and formulate relevant certification standards, promote Yangtze River Delta coordination in the exhibition industry, and continuously improve the quality and level of Shanghai's exhibition industry.

Chen Xianjin, secretary of the Association Party Committee, delivered concluding remarks. He said that the general assembly of members was not only a necessary procedure under the charter, but also a meeting for everyone to understand industry developments and information. As enterprises were now beginning their year-end summaries and planning for the following year, he hoped the content of the meeting would be helpful to all participants. Chen said that 2020 was an extraordinary year and shared three observations. First, the industry had raised its political awareness: member enterprises had a sense of the big picture and stood firmly with the CPC Central Committee, actively responding to government calls and achieving strategic results in epidemic prevention and control. Second, the industry had made every effort to resume work and exhibitions. The process was both impressive and risky, like dancing on a blade, yet it still proceeded steadily through everyone's efforts. Third, through the Association's sustained efforts to reflect members' demands and ideas, the government helped the industry solve many problems.
He added that, according to international analysis, the global exhibition industry in 2021 could recover only to 75 to 80 percent of its 2019 level, with an average recovery period of 11 to 12 months for each exhibition. However, he hoped that Shanghai's exhibition industry could, through the efforts of exhibition enterprises, recover to or even exceed its 2019 level in the coming year and lay a solid foundation in the opening year of the 14th Five-Year Plan. Although the task would be very difficult, the industry should strive to accomplish it. As President Xi emphasized at an economic work symposium, the industry should accurately recognize change, respond scientifically to change, actively seek change, seize opportunities, and move forward with courage against the wind.
