Shanghai Civil Defense and Public Education Center: Exhibition Update

Call for Proposals

To transform the Shanghai Civil Defence and Public Defence Education Centre into a leading international and first-class civil defence and public defence education base, further enhancing the public's awareness of national defence and civil defence, and improving the city's overall defence capabilities, the Shanghai Civil Defence and Public Defence Education Centre is now soliciting proposals for the renovation and redesign of its facilities. The following details are provided:

I. Overview of the Exhibition Center

Furthermore, the hall serves as the National Civil Defense Shanghai Training Base, as well as the Shanghai Science Education Base, the Shanghai Patriotic Education Base, and the Shanghai Middle School Social Practice Base. It has previously been recognized with national and municipal-level awards, including "Excellent National Science Education Base" and "Model Civil Unit," and serves as the external communication and display platform for the Shanghai Civil Defense Office.

III. Design Concept and Requirements

Guided by the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and focusing on the specific development characteristics of Shanghai's civil defense, while promoting the spirit of Shanghai's civil defense and preserving its red legacy, the event will feature clear themes, innovative formats, diverse methods, and rich content, achieving a national leading standard. Specific design requirements can be found in the design task document.

Four. Eligibility Requirements for Applicants

(1) Legal entities with independent civil liability capabilities possess the contractual capacity to provide exhibition hall design and related services within the domestic market.

(ii) Applicants are responsible for independently completing the design work and are not permitted to subcontract the design task to third parties.

V. Timeline for Submission Activities

(1) Registration Period:From the date of publication of this notice to2019Year12Month20Day Stop (On-site registration deadline:9:00- 17:30 (excluding holidays). The applicant will be notified of registration success via email.

(ii) Following confirmation of successful registration, eligible candidates may visit the Shanghai Civil Defence and Public Education Centre (located on Ruijin Road) within one week after the registration deadline (excluding Sundays).108(3) Conduct a joint on-site inspection. The applicant will be responsible for answering inquiries from interested parties and can, upon request, arrange additional inspection times. The inspection fees will be borne by the applicant.

Copies of the business license and its duplicate, copies of the tax registration certificate and its duplicate, copies of the organization code certificate and its duplicate, or copies of the business license and its duplicate under the "Three Certificates in One, One License and One Code" system (with official seal), or photocopies (required for online registration).

3. Copy of the power of attorney issued by the legal representative, and a copy of the authorized person's identification.

4. Copies of relevant certifications and licenses (if applicable, must be notarized and include the official seal; digital registration requires submission of copies).

5. Copies of design team members' qualifications and professional registration certificates (originals must be stamped with the organization's official seal; copies are required for online registration).

6. Appendix: List of awards received by the organization in the past three years (if applicable, must be signed and a copy must be submitted during online registration).

(3) Submission of Proposal

Bidders are required to submit both a printed and electronic version of their proposal, both of which must be signed and stamped.

VII. Award Structure for the Call for Submissions

The submitted proposals will be reviewed by an expert panel. VIII. Intellectual Property Rights

(1) All submitted proposals must be original and unpublished. The submitter shall be solely responsible for any infringement claims, associated legal liabilities, costs, and consequences.

(ii) The award scheme design is commissioned by the organizing body, and all intellectual property rights, including copyright (excluding the right of attribution), belong to the organizing body.

(3) Following the announcement of the judging results, unsuccessful proposals may be handled independently by the relevant design team.
