Advance Notice on Launching Applications for Shanghai Special Funds Supporting Exhibitions Postponed Due to the Epidemic
To all relevant organizations:
To effectively reduce the impact of COVID-19 on exhibition enterprises in Shanghai and support the stable and healthy development of the city's exhibition industry, Shanghai plans to add special funds to support exhibitions postponed due to the epidemic. Financial support will be provided to exhibitions that were postponed because of the epidemic and continue to be held in Shanghai within the current year.
The special fund is expected to complete the relevant approval process soon and to complete disbursement before the end of November. Because the timetable is tight, application work for the special fund will begin shortly. To organize applications properly and ensure that the support funds can cover relevant exhibitions, this advance notice sets out the following matters.
1. Relevant applicants should prepare materials as soon as possible, see the attachment for details, and submit them as required before November 18, 2020. Materials submitted after the deadline will not be accepted.
2. Major venues involved are requested to fully assist applicants in completing the relevant work.
3. Relevant organizations should closely follow the portal website of the Shanghai Municipal Commission of Commerce, https://sww.sh.gov.cn/, the WeChat account Shanghai Commerce, and the WeChat account Shanghai Convention and Exhibition Promotion of the Shanghai Convention and Exhibition Industry Promotion Center. After approval by the municipal government, the formal notice will be released through the above platforms in a timely manner. Fund application matters shall be subject to the formal notice.

Attachment: Application Materials for Shanghai Special Funds Supporting Exhibitions Postponed Due to the Epidemic
I. Support method
For exhibition activities postponed due to the epidemic between January 1 and December 31, 2020, that continue to be held in professional exhibition venues in Shanghai within 2020 and are completed within 2020, financial subsidies will be provided for venue rental expenses actually incurred by the organizers.
II. Supported applicants
The applicant shall be an organizer that is legally registered, has independent legal-person status, operates and pays taxes in accordance with law, holds exhibitions in Shanghai, and bears the venue rental expenses of the declared exhibition project.
An organizer refers to an enterprise, institution or social organization responsible for formulating and implementing plans for convention and exhibition activities and for overall coordination, organization and arrangement of those activities.
III. Support conditions
1. The applicant shall have had no illegal or non-compliant conduct in exhibition business management, financial management or tax management in the past two years, and shall not have had any production safety accidents.
2. The exhibition project applying for subsidy shall have been completed within 2020 and shall have completed information filing and other work with relevant departments as required.
3. Exhibition projects that have already received national or other municipal special financial support may not apply repeatedly.
IV. Application materials
1. Application form, including application commitment, in the format shown in the attached table. 2. Registration certificate with unified social credit code of the applicant, or registration certificate of the social organization or institution as a legal person, and identity document of the legal representative, copies required. 3. Financial statements for 2018 and 2019 audited by a registered institution and other financial management certification materials; tax declaration forms recognized by municipal or district tax departments for the most recent 24 months, tax payment certificates and other materials, originals or copies. 4. Original venue lease contract or agreement signed between the applicant and the exhibition venue, copy required. If no venue lease contract or agreement was signed for the original dates, provide the original venue reservation certificate sealed by both parties, as well as the venue lease contract or agreement for the previous edition, copy required. For exhibitions newly launched in 2020, provide the original venue reservation certificate sealed by both parties and a statement on the original schedule of the newly launched exhibition, original required. 5. Venue lease contract, agreement, amendment or supplementary agreement signed between the applicant and the exhibition venue after postponement. If the venue was changed because of the epidemic, provide the venue lease contract or agreement for the actual venue used, copy required. 6. Payment vouchers, accounting vouchers, invoices and other documents for exhibition venue rental expenses, originals and copies required, with the financial seal or official seal affixed. Originals will be returned after application review.
All fund application materials must be complete, true and valid, and must bear the applicant's official seal. If forged materials are used for false declaration or fraudulent receipt of funds, the applicant's qualification or result will be canceled after verification, and the applicant shall bear the corresponding legal responsibilities.
V. Material requirements and submission deadline
Application materials shall be submitted in two copies, printed on A4 paper, with a contents page, bound on the left side in the order required, and affixed with official seals as required. In addition to paper materials, enterprises shall also submit electronic data. The electronic data shall contain all paper materials in PDF format and be submitted on a disc or USB drive.
