To all exhibition organizers:

To effectively implement the new COVID-19 prevention and control measures issued by the city, we encourage all organizations to, based on the "Shanghai Convention and Exhibition Industry COVID-19 Prevention and Control Guidelines," further strengthen the following measures:

One. Strictly implement measures for pre-registration, identity verification, and capacity limits.

Exhibition organizers must strictly adhere to the principle of "who organizes, who is responsible," and, under the guidance of local public security and health departments, strictly implement measures such as real-name registration to collect information on all exhibitors and attendees. They must also ensure that all exhibition staff conduct self-monitoring for 14 days prior to the event and provide appropriate health management for individuals originating from high-risk areas within China or those who have visited high-risk areas within China within the past 14 days. Strict implementation of measures such as pre-registration and capacity control is required to manage the number of attendees. In the event of large crowds, measures such as remote guidance and temporary closures should be implemented, and relevant information should be reported to the public security and health departments for guidance.

2. Strictly implement measures for managing personnel entering the venue.

Exhibition organizers should require all personnel entering the exhibition hall to wear masks throughout their stay. They should designate staff to provide guidance and maintain order within the hall, reminding attendees to maintain a safe distance. Venue organizers should enhance temperature checks at the exhibition entrance and ensure that all attendees present their "Health Code" and adhere to the "One-Meter Line" and isolation zone protocols. Exhibition organizers and venue organizers should proactively coordinate with local health authorities to provide staff with training on infection prevention and health management, including the identification, isolation, and transfer of suspected individuals.

3. Strictly implement all venue hygiene and safety measures.

Venue operators must enhance cleaning and disinfection protocols for exhibition spaces, increasing the frequency of disinfection for public areas, hygiene zones, shared facilities, and equipment. Ensure adequate air circulation and strengthen ventilation measures. Implement regular cleaning, disinfection, or replacement of central air conditioning system components. Provide designated collection bins for used masks and implement comprehensive waste management, including timely collection and disposal, and daily disinfection. Exhibition organizers should require exhibitors to regularly disinfect their booths, displays, and promotional materials. Electronic versions of promotional materials are recommended.

Four. Strictly implement food safety management responsibilities.

Venue operators must collaborate with catering service providers to enhance food safety management and training, ensuring that food preparation areas comply with regulations, that food ingredients are traceable, and that the health and personal hygiene of personnel meet requirements. Catering services within the venue are prohibited from selling raw seafood, cold dishes, salads, and other unprocessed ready-to-eat foods, as well as unheated sliced dishes and freshly prepared dairy products and decorated cakes. Food-related exhibition vendors are prohibited from selling unpackaged raw food products and unpackaged ready-to-eat dishes. Catering service providers must implement measures to manage and direct customer flow during peak hours.

All exhibition and convention companies in the city must recognize the current situation, adjust their strategies, and diligently fulfill their responsibilities in preventing and controlling the spread of the epidemic, ensuring effective "prevention of external import and internal rebound."In the event of a critical or urgent situation, immediate notification to the relevant government department in the local jurisdiction is required. Proactive and effective measures must be taken to address and manage the situation, and relevant information must be promptly communicated.
