Standards and Implementation Rules for Qualification Rating of Display Engineering Enterprises
2019 revised edition
I. General Provisions
Article 1 Purpose and Basis
To adapt to the rapid development of Shanghai's exhibition industry, further regulate the market order of the exhibition industry, improve the technical and construction standards of display engineering, ensure the quality and safety of display projects, and promote industry progress and development, these qualification rating standards and implementation rules are formulated in accordance with relevant national laws and regulations and in light of actual industry conditions.
Article 2 Definitions
Display engineering in these rules refers to business activities carried out in indoor and outdoor spaces for all types of exhibitions, including comprehensive exhibitions, professional exhibitions and trade fairs; museums, exhibition halls, galleries and commercial display venues for permanent and semi-permanent display; and conference forum activities including forums, festivals, ceremonies, cultural, scientific, technological and sports events. Such activities include creative design, special decoration, installation and construction, fit-out, production of equipment and props, and related work using objects, models, decorative materials, profiles, text, images, sound, lighting, electricity and other technical means.
The basic indicators in the qualification rating standards are prerequisite requirements for applying for Class I, Class II and Class III display engineering qualifications. Only enterprises that meet the basic indicators may apply for the corresponding qualification level.
Guiding indicators are both guidance requirements for enterprises applying for Class I, Class II and Class III qualifications and important bases for evaluating their comprehensive strength.
Article 3 Scope of Application
The qualification rating standards are an important basis for the Shanghai Convention and Exhibition Industries Association, hereinafter referred to as the Association, to comprehensively evaluate and recognize the design and construction capabilities, operating management level and public credit status of display engineering enterprises. These rules apply to Association members that engage in display engineering-related business and have independent legal-person status.
Article 4 Administration
The Association engages a third-party evaluation institution to conduct professional evaluation work. The Display Engineering Professional Committee organizes expert review, and the Association conducts daily management, supervision and inspection of enterprises that obtain display engineering qualifications.
II. Qualification Rating Standards
Article 5 Rating Levels
Display engineering qualifications are divided into Class I, Class II and Class III. The specific standards are as follows.
1. Class I Qualification Standards
Basic indicators
- The applicant must be an independent enterprise legal person that has engaged in this industry for five years or more.
- The enterprise must have sound internal management systems, including independent written systems for daily management, business management, financial management and project management, except where construction business is not involved.
- The enterprise's financial statements for the past three years must have been audited, and its main business revenue in the previous year must have reached RMB 10 million.
- No serious safety accident or quality accident may have occurred within the past three years.
- The enterprise must strictly comply with relevant national laws and regulations and must not have been included in any blacklist by the Supreme People's Court or administrative authorities at any level.
- The enterprise must actively support the work of the Association and the Display Engineering Professional Committee and comply with the industry self-discipline convention.
Guiding indicators
- Registered capital of not less than RMB 10 million, or total assets of RMB 20 million in the previous year.
- Fixed office space of not less than 500 square meters, or processing and warehousing space of 3,000 square meters.
- A high level of internal management standardization, with ISO management system certification such as quality, environmental or occupational health management systems.
- Compliant financial management, with standard unqualified audit opinions for the past three years.
- A stable professional technical team, with not fewer than 10 full-time designers and engineers in total.
- Sufficient professional personnel, with at least 5 people holding intermediate or senior professional titles related to the main business, including but not limited to exhibition management, display design, engineering construction and financial management; among them, at least 3 people must have obtained intermediate or senior exhibition-industry certification from the Association.
- Project performance in the past three years meeting the following requirements: participation in national-level exhibition projects such as the China International Import Expo; independently undertaken display engineering projects of more than 1,000 square meters totaling 15,000 square meters; and independently undertaken display engineering projects of more than RMB 1 million totaling RMB 10 million.
- Lawful and compliant operations, with no negative credit records with judicial authorities, administrative agencies or public-utility organizations within the past five years.
- Outstanding performance in display engineering project management, design and construction within the past three years, and favorable evaluation from the Association or other industry organizations or authoritative institutions.
- Active implementation of requirements for safe production and green exhibitions.
2. Class II Qualification Standards
Basic indicators
- The applicant must be an independent enterprise legal person that has engaged in this industry for three years or more.
- The enterprise must have relatively sound internal management systems covering daily management, business management and financial management.
- The enterprise's financial statements for the past three years must have been audited, and its main business revenue in the previous year must have reached RMB 5 million.
- No serious safety accident or quality accident may have occurred within the past three years.
- The enterprise must strictly comply with relevant national laws and regulations and must not have been included in any blacklist by the Supreme People's Court or administrative authorities at any level.
- The enterprise must actively support the work of the Association and the Display Engineering Professional Committee and comply with the industry self-discipline convention.
Guiding indicators
- Registered capital of not less than RMB 5 million, or total assets of RMB 10 million in the previous year.
- Fixed office space of not less than 250 square meters, or processing and warehousing space of 1,500 square meters.
- Strong awareness of internal management standardization, with an application submitted for ISO management system certification such as quality, environmental or occupational health management systems.
- Relatively standardized financial management, with standard unqualified audit opinions for two of the past three years.
- A stable professional technical team, with not fewer than 6 full-time designers and engineers in total.
- Good professional staffing, with at least 3 people holding intermediate or senior professional titles related to the main business, including but not limited to exhibition management, display design, engineering construction and financial management; among them, at least 2 people must have obtained intermediate or senior exhibition-industry certification from the Association.
- Project performance in the past three years meeting the following requirements: participation in UFI-audited international exhibition projects; independently undertaken display engineering projects of more than 500 square meters totaling 8,000 square meters; and independently undertaken display engineering projects of more than RMB 500,000 totaling RMB 5 million.
- Lawful and compliant operations, with no negative credit records with judicial authorities, administrative agencies or public-utility organizations within the past three years.
- Good performance in display engineering project management, design and construction within the past three years, and favorable evaluation from the Association or other industry organizations or authoritative institutions.
- Active implementation of requirements for safe production and green exhibitions.
3. Class III Qualification Standards
Basic indicators
- The applicant must be an independent enterprise legal person that has engaged in this industry for one year or more.
- The enterprise must have written management systems covering daily management, business management and financial management.
- The enterprise's financial statements for the previous year must have been audited, and its main business revenue must have reached RMB 1 million.
- No serious safety accident or quality accident may have occurred within the past three years.
- The enterprise must strictly comply with relevant national laws and regulations and must not have been included in any blacklist by the Supreme People's Court or administrative authorities at any level.
- The enterprise must actively support the work of the Association and the Display Engineering Professional Committee and comply with the industry self-discipline convention.
Guiding indicators
- Registered capital of not less than RMB 1 million, or total assets of RMB 3 million in the previous year.
- Fixed office space of not less than 100 square meters, or processing and warehousing space of 500 square meters.
- Relatively standardized financial management, with at least one standard unqualified audit opinion in the past three years.
- A stable professional technical team, with not fewer than 3 full-time designers and engineers in total.
- Professional talent reserves, with at least 2 people holding intermediate or senior professional titles related to the main business, including but not limited to exhibition management, display design, engineering construction and financial management, and at least one person with intermediate or senior exhibition-industry certification from the Association.
- Project performance in the past three years meeting the following requirements: independently undertaken display engineering projects of more than 100 square meters totaling 1,500 square meters; and independently undertaken display engineering projects of more than RMB 100,000 totaling RMB 1 million.
- Lawful and compliant operations, with no negative credit records with judicial authorities, administrative agencies or public-utility organizations in the previous year.
- Good performance in display engineering project management, design and construction within the past three years, and favorable evaluation from the Association or other industry organizations or authoritative institutions.
- Active implementation of requirements for safe production and green exhibitions.
III. Application and Evaluation
Article 6 Eligibility and Principles
- Member enterprises of the Association that engage in display engineering-related business may apply for evaluation.
- The qualification rating of display engineering enterprises follows the principle of voluntary participation and independent application.
- Participating enterprises must consciously comply with and maintain the procedures and relevant rules for qualification rating, take responsibility for the authenticity, completeness and validity of the application content, and independently bear all legal liabilities arising from incomplete, inaccurate or invalid application materials or information.
Article 7 Application Materials
Participating enterprises must submit the following written materials to the Association according to relevant requirements. Photocopies are acceptable, but all copies must bear the official seal. Items marked with an asterisk are required; other items are optional and should be provided where available.
- Participation authorization letter in the Association's prescribed format.*
- Authorization letter for public credit information inquiry in the Association's prescribed format.*
- Information declaration form in the Association's prescribed format.*
- Copy of the latest business license; enterprises that have not completed the integrated business-license reform must also provide tax registration certificate and organization code certificate.*
- Property ownership certificate or lease contract for offices, warehouses and processing sites.*
- Complete enterprise management system texts, including systems for daily management, business management, project management and financial management.*
- Work resumes of the legal representative, actual controller and senior management personnel.*
- ISO quality management system, environmental management system and occupational health and safety management system certificates.
- Intermediate and senior professional title certificates related to the main business, including but not limited to intermediate or senior exhibition specialists, exhibition managers, exhibition planners, display designers, interior designers, engineers, building welders, decorative artists, stage-design directors, accountants, economists and Class I or Class II constructors.
- Enterprise social insurance payment notice and payment certificate for the latest month.*
- Commercial insurance contracts purchased by the enterprise for employees.
- Contracts for display engineering projects undertaken by the enterprise in the past three years, benchmarked against the qualification level applied for.*
- Financial audit reports for the past three years; enterprises established for only one full year need only provide the audit report for the previous year.*
- Positive evaluation materials obtained by the enterprise in the past three years, including honor certificates and customer satisfaction evaluations.
- Supporting materials showing implementation of safe production and green production, such as system texts and case descriptions.
Article 8 Evaluation Procedure
The Display Engineering Professional Committee conducts a preliminary review of application materials. After the preliminary review is passed, a third-party evaluation institution entrusted by the Association conducts investigation and assessment and issues a report. The expert group of the Display Engineering Professional Committee then conducts review, and the Association finally determines the qualification rating conclusion.
Article 9 Public Announcement of Results
The evaluation results are publicly announced in Association publications, on the Association website and through other channels, and the Association issues qualification certificates.
IV. Qualification Management
Article 10 Validity Period
- The qualification is valid for three years. Re-evaluation is required every three years, and a new certificate will be issued after re-evaluation.
- Enterprises whose qualification certificates exceed the validity period should apply for re-evaluation on their own initiative; qualifications not renewed after expiry become invalid.
Article 11 Enterprise Responsibilities
- Enterprises that have obtained qualification ratings must strictly implement relevant technical standards and quality requirements in display design and construction, use safe materials that meet national environmental protection and energy-saving requirements, and ensure project quality.
- When signing contracts with clients, qualified enterprises are strictly prohibited from subcontracting projects to enterprises that lack legality or standardized operating capability.
Article 12 Registration of Information Changes
When an enterprise changes important information such as its name, address, registered capital or legal representative, it must complete the corresponding information change procedures with the Association within fifteen working days after completing industrial and commercial registration changes.
Article 13 Penalties
If a qualified enterprise falls under any of the following circumstances, the Association may impose penalties according to the seriousness of the case, including written warning, industry-wide notice of criticism, downgrading or revocation of the qualification rating.
- Violating national or local laws and regulations or engaging in illegal business activities.
- Disrupting or endangering the market order and healthy development environment of the display engineering industry.
- Causing a major safety accident through human factors.
- Causing adverse consequences due to failure to obtain required or basic insurance.
- Infringing intellectual property rights.
- Making false or misleading publicity.
- Selling, lending, transferring, altering or forging a qualification certificate and using it to undertake business or conduct publicity.
- Failing to participate in re-evaluation within the prescribed time or failing to pay relevant fees according to the Association's bylaws.
- Concealing or providing false information in qualification rating. Once verified, an enterprise that has already obtained a qualification will have the qualification revoked immediately; an enterprise that has not yet obtained a qualification will have its qualification rating eligibility frozen for one year.
Article 14 Other Matters
Qualification rating is the recognition by the Association's Display Engineering Professional Committee of the participating enterprise's comprehensive capability and credibility. All economic disputes and civil disputes beyond the recognized scope of evaluation shall be borne by the participating enterprise itself.
V. Supplementary Provisions
Article 15 Interpretation
These rules are revised by the Association, and the Association reserves the right of interpretation.
Article 16 Effective Date
These rules take effect from the date of publication.
